【History】

　　A citizens movement for national reform, the Reform of Heisei , was launched in 1992 by Kenichi Ohmae and some associates. He is perhaps better known as an iconoclast and the author of best-selling books offering analyses of Japanese society and bold prescriptions for change as a business consultant.

　　The implied ambition in the name Reform of Heisei is a systemic remaking of Japan, comparable with the Meiji Restoraction of 1868 and the postwar reforms imposed on the defeated nation by the victors in the Pacific War.
　　Japan's government is excessively centralized and its economy too regulated. Sitting in control is a symbiotic triad formed of the Government party, the bureaucracy and special interest groups.
　　
　　In 1994, some volunteer members of the Reform of Heisei proposed to Ohmae that they should establish a public policy school, which name is Isshinjuku.

【What is Isshinjuku?】

　　Isshinjuku was established 10 years ago, and it discovers men of talent and trains them as a leader to reform Japan toward 21th century.
　　Isshinjuku is a public policy school for citizens who are seeking new thoughts and visions of society.

　　And it is to provide the chance and space to discuss the public matters by the every kinds of people, equally and fairy.
　　We are engaged in creating a prototype of ”Grass Roots action”.

　　The age of Isshinjuku members is from 20 to 70. And their occupations are variety , 60% are businessmen. 40% are politicians ,bureaucrats , journalists , managers ,students and housewives.

　　Through studying and argument in Isshinjuku, They think hard what to do by themselves for creating better society. Some propose to politicians their reform plans which they think over in Isshinjuku. And some find a chance to become politicians and to establish venture companies and NPO.
　　Now 2400 menbers graduated Isshinjuku in 10 years.

【Basic Concept 】

1. SEEK OUT THOUGHT AND VISIONS TO LEAD THE TIMES
　Providing a space to seek out the thoughts and visions to understand and act
　 against the times. We are creating visions of society breaking mental blocks.
　 Isshinjuku means ”all clear” , we creates visions on Zero base.
2. PRACTICE AND EXEPERIENCE
　Knowledge from books is not enough to gain living wisdom. By hearing from
　 the leaders , the pioneers , and the professionals who are active at
　 the up-front of the times , and by experiencing researching , volunteering ,
　 and joining many activities in the real world , the results of the studies
　 become a fresh of students.
3. ENLIGHTENMENT AND DISCUSSION
　Enlightenment with the lecturers ( presidents of companies , journalists ,
　 politicians , mayors , business people , bureaucrats) and the discussion
　 with the other students creates a prototype of "Grass Roots" Discussion.
